Theresa G. Lipo
Adjunct Counsel: Government & Foundation Relations
Theresa Lipo has been serving Chicago’s nonprofit community for more than 25 years, helping organizations and institutions shape effective, mission-aligned programs that attract public and private resources and support.
As an adjunct to Ter Molen Watkins & Brandt, Theresa focuses on government relations, an area in which she has particular expertise in both a staff and advisory role. Her background includes working with some of Chicago’s leading social service and educational institutions to identify opportunities and secure medium and large-scale funding on the municipal, county, state, and federal levels. Specific government agency experience includes the City of Chicago, Chicago Cook Workforce Development Board, Cook County, State of Illinois, and federal agencies including HUD, Department of Justice, Department of Education, National Endowment for the Arts, and Department of Health and Human Services.
In addition to the public sector, Theresa has advised organizations across a variety of disciplines on planning and implementation of private sector funding plans. As both a fundraiser and grantmaker, she has an in-depth knowledge of the Chicago area philanthropic community and experience helping staff and board leadership create an infrastructure to research, secure, and administer grants effectively. Theresa has worked with many organizations and institutions, with a particular emphasis on those in the areas of public policy, housing, social service and education.
Prior to her full time practice, Theresa served as Program Director for the Oak Park-River Forest Community Foundation, managing donor-advised funds and overseeing the Foundation’s grantmaking programs. She also served as Manager of Resource Development and Grant Administration for the Chicago Housing Authority and assisted with the development of a nonprofit fundraising affiliate for the CHA.
Theresa’s board leadership experience includes her current role as Vice President for Nonprofit Relations for the Association of Consultants to NonProfits (ACN) as well as a board member of the Oak Park and River Forest High School Scholarship Foundation and Vice President of the Oak Park and River Forest High School Alumni Association. She has served as a panelist in educational conferences and workshops through Columbia College Chicago, Forefront, and the Axelson Center for Nonprofit Management. Theresa holds a B.A. in Communications and History from Saint Mary’s College in Notre Dame, Indiana.
